v1.0.0-rc7

Docs reliability + canon reconciliation.

• Disk-first docs read + reliable daemon-up + first-install seed — docs now read from disk first and the docs daemon comes up reliably, so a fresh install shows its documentation immediately without a manual restart (#2264).
• doctor agent count reconciled to 33 — flowforge doctor now expects 33 specialist agents, matching the shipped canon (#2265).
