What shipped
Spawn reliability, part two. Dropped the SEAL-4 taskpolicy -b UI throttle
that could starve worker terminals on busy machines, and moved MCP/settings
handoff to temp files so spawn no longer races the settings writer. Workers
start faster and never inherit a half-written config. (#3066)
